  2. 2 Audit Gemini 3.7 Flash via Vertex AI proposes discrepancy claims, each with one verbatim quote and one page number per document.
  3. 3 Gate The runtime checks each verbatim quote against its cited page. A miss is a rejection, always.

Uncited claims are blocked from the ledger.
